With reference to my Confidential Despatch

of the 3rd. September last, I have the honour to transmit for

your information the Postal Convention which has been concluded

between the Hongkong Post Office and the Postal Administration

of China, together with a statement shewing how it as concluded

differs from the draft previously forwarded to you.

The principle involved by the change in

Article I (1) is that as in the case of other Administrations

that have contracted with China the Hongkong Post Office will

not maintain Branches outside Treaty Port Settlements.

The Convention follows closely the lines

of that already existing between the Chinese and French Postal

Authorities.
